How a brief works

Same questions, every item.

The five W's and the money

Each item gets who, what, where, when and why, drawn from the packet, plus every dollar figure and its funding source. Consent items get the same treatment as public hearings, because that is where most of the money moves without discussion.

A packet-confidence score

0 to 100: are the operative documents attached, do the numbers reconcile, are bids and estimates shown, is the motion clear. It grades the packet, not the proposal. Every deduction names the page that triggered it. Below 55 means the public could not verify what the Board is approving from what was posted.

What to look into

One to three neutral questions per item, the kind a resident could ask at public comment or a reporter could ask staff. We take no position on any item and have no interest in any of them.
